
The Office of the Head of the Civil Service of the Federation (OHCSF) has taken a major step toward promoting peace and productivity in the Federal Civil Service with the signing of new engagement rules and the successful hosting of a landmark sensitisation workshop for Directors of Human Resources and Union Leaders from Ministries and Extra-Ministerial Departments.
The one-day workshop, organised by the OHCSF, focused on strengthening communication, enhancing mutual trust, and promoting civility in labour relations. It also provided a platform for management and labour representatives to align on dispute resolution protocols and uphold professionalism across the public service.
In a message delivered by the Permanent Secretary, Service Welfare Office, Patience Oyekunle, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, described the initiative as timely, noting that many industrial disputes in the service arise from communication gaps and procedural non-compliance. She emphasised that the new framework will ensure better understanding and cooperation between management and unions.
The President of the Joint National Public Service Negotiating Council (JNPSNC), Shehu Mohammed, commended the OHCSF for its proactive leadership, describing the workshop and the newly signed guidelines as a strong testament to the Federal Government’s commitment to a peaceful, transparent, and accountable public service.
Developed collaboratively by the OHCSF, JNPSNC, and key stakeholders, the new guidelines institutionalise fairness, professionalism, and mutual respect in all labour-management interactions and will remain open to review as the service continues to evolve.
