PFIPC Has No CBN Account, Received No Funds — Accountant-General’s Office

The Office of the Accountant-General of the Federation (OAGF) has clarified that the Presidential Foreign Intervention Promotion Council (PFIPC) has no operational account with the Central Bank of Nigeria (CBN) and has not received any public funds.

The OAGF stated that although an attempt was made to open a CBN account for the agency, the process was not completed due to incomplete documentation, including the failure to provide required signatories for the account.

According to the office, without an operational account, no federal funds could be disbursed to the PFIPC, adding that “not a kobo” has been released to the agency.

It further explained that while an application was submitted, proper authorization and documentation procedures were not fully complied with, preventing the activation of the account.

The Accountant-General’s office also stated that the PFIPC did not receive any budgetary funding or salaries from the Federal Government, contrary to claims circulating in some quarters.

It noted that federal agencies must obtain approvals from relevant bodies, including the Budget Office, Federal Character Commission, and Federal Civil Service Commission, before recruitment and payroll processing can be carried out.

The office stressed that no staff have been enrolled or paid under the PFIPC, as the required administrative processes for establishing personnel and financial operations were not completed.

The clarification comes amid public debate over the status and operations of the council, which has been listed under the presidency in the 2026 Appropriation Act with allocations for personnel, overhead, and capital expenditure.
