Can Satellite D2D Close Nigeria’s Digital Divide? NCC Targets 23.3m Unconnected Nigerians

The Nigerian Communications Commission (NCC) is exploring Satellite Direct-to-Device (D2D) technology to bridge connectivity gaps affecting about 23.3 million Nigerians in underserved areas.
The move follows a national assessment that identified 87 coverage-gap clusters where deploying traditional mobile infrastructure remains difficult and costly. As part of the process, the NCC has opened a public consultation to gather stakeholder input on spectrum use, licensing, and regulatory frameworks for D2D services.
Satellite D2D allows mobile phones to connect directly to satellites, offering a viable solution for rural and remote communities.
