
Super Typhoon Ragasa made landfall in northern Luzon late Sunday with winds up to 215 km/h (134 mph), leaving at least three dead and forcing 17,500 people from their homes.
The storm, locally called Nando, caused widespread blackouts, flight disruptions, and flooding in Cagayan and nearby provinces. Schools and government offices were shut in 29 provinces and Manila as a precaution.
Ragasa is now moving across the South China Sea toward southern China, where mass evacuations are underway in Guangdong province. Hong Kong and Macau have issued top storm alerts, suspending classes, transport, and flights.
Landfall in Guangdong is expected by Wednesday, with authorities warning of severe winds, flooding, and storm surge.
