TfL Cracks Down on ‘Headphone Dodgers’ With New Courtesy Campaign

Transport for London (TfL) has launched a new campaign urging passengers who play music or take calls on speaker to use headphones, after research revealed that the majority of travellers find the practice disruptive.

The initiative, part of TfL’s ongoing “Travel Kind” programme, begins today with posters appearing across the Elizabeth line. It will expand to the London Underground, Overground, DLR and buses later this autumn.

Why the push now?

A recent TfL survey of 1,000 passengers found that seven in ten commuters considered loud music or phone calls without headphones to be a nuisance. With 4G and 5G coverage now available across much of the Tube and rail network, more people are streaming media and making calls often at the expense of their fellow passengers’ peace.

What TfL says

Emma Strain, TfL’s Customer Director, explained:

“Most Londoners already use headphones, but even a handful of people not doing so can make journeys more stressful. We’re simply asking everyone to show consideration and plug in.”

Deputy Mayor for Transport, Seb Dance, echoed this:

“The vast majority of people are courteous, but a small minority who don’t use headphones can be a real nuisance for others. This campaign is about reminding people of the basics of good travel etiquette.”

Rules and penalties

TfL’s bylaws already prohibit playing loud music or making amplified calls without written permission, with buskers requiring licences. While enforcement is rare, offenders can face significant penalties. In 2023, a passenger on the Jubilee line was fined over £300 for blasting music, and under national legislation fines of up to £1,000 remain possible.

The bigger picture

TfL hopes the campaign will help restore calm to London’s increasingly busy public transport network. By encouraging “headphone dodgers” to change their habits, officials aim to create a more considerate commuting environment as passenger numbers continue to rise.
