
The Nigerian Civil Aviation Authority (NCAA) has announced a new $11.50 security levy on all international flight tickets, effective December 1, 2025, drawing mixed reactions from air travellers and industry stakeholders.
According to the NCAA, the charge will fund the Advance Passenger Information System (APIS) a data platform aimed at strengthening border control, enhancing airport security, and improving passenger information management. Airlines will collect the levy during ticket purchase and remit it to the authority.
The new fee is in addition to the existing $20 security charge, further raising concerns about rising airfares. Exemptions cover infants, diplomats, airline crew on duty, and passengers in transit or rerouted within 24 hours.
Many passengers have criticized the move, describing it as an added financial strain in an already expensive travel environment. Industry experts warn that airlines may adjust fares upward to offset the new cost.
