Ukraine and the United States have reached broad agreement on most elements of a proposed 20-point peace framework aimed at ending Russia’s nearly four-year war, though major disagreements remain over control of the Donbas region and the Zaporizhzhia nuclear power plant, President Volodymyr Zelenskyy has said.

Speaking as Washington formally presented the updated proposal to Russian negotiators, Zelenskyy disclosed that Kyiv and the US are aligned on the majority of issues contained in the plan. He added that Moscow is expected to deliver its response on Wednesday.

According to the Ukrainian leader, the future status of eastern Ukraine’s Donetsk and Luhansk regions — collectively known as the Donbas — remains the most contentious aspect of the negotiations. Zelenskyy described the territorial question as the most challenging obstacle to reaching a final settlement.

Russia, he noted, continues to press expansive demands, including calls for Ukraine to surrender remaining areas of Donbas still under Kyiv’s control. Ukraine has firmly rejected those conditions, maintaining that they undermine its sovereignty and territorial integrity.

In an effort to bridge differences, the United States has proposed redesignating the disputed territories as free economic zones. However, Ukraine is insisting that any compromise must include the demilitarisation of the area and the deployment of an international force to maintain security and stability, Zelenskyy told journalists during a briefing.

The status and security of the Zaporizhzhia nuclear power plant also remain unresolved, adding another layer of complexity to the talks as diplomatic efforts intensify ahead of Russia’s anticipated response.
