Federal Government Approves 27,000 BPD Refinery in Gombe State

The Federal Government, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), has approved a licence for the construction of a new refinery in Gombe State. The 27,000 barrels-per-day (BPD) facility, to be developed by Process Design and Development Limited, will be located in Dole-Wure, Akko area of the state.

Announcing the development on its official X handle on Thursday, the NMDPRA stated, “Authority Chief Executive presented a Licence to Establish a 27,000 BPSD Refinery to the Managing Director/CEO of Process Design and Development Limited. The refinery is to be located in Dole-Wure, Akko, Gombe State.”

This approval brings the total number of modular and conventional refineries in Nigeria to approximately 10, marking an increase in the nation’s refining capacity. However, many of these facilities remain underutilized, with several not functioning at full capacity or efficiently.

A background check revealed that Process Design and Development Limited is registered in Kano under registration number 487883. The company’s directors include Adamu U. Sanda, Abdulkadir Umar, Umar S. Umar, and Bashir Umar.

The new refinery is expected to contribute to Nigeria’s energy sector by boosting local refining capacity and reducing reliance on imported petroleum products. However, experts emphasize the need for operational efficiency to ensure the facility delivers on its promise to support energy security and economic growth in the region.
