NCAA Orders Airlines to Enforce $10,000 Currency Declaration Rule

The Nigeria Civil Aviation Authority (NCAA) has directed all international airlines operating in the country to enforce the mandatory $10,000 currency declaration requirement for inbound passengers. This directive, dated April 24, 2025, aims to strengthen compliance with financial disclosure laws and support Nigeria’s anti-money laundering framework.

According to NCAA spokesman Michael Achimugu, the move aligns with global financial standards and seeks to address ongoing lapses in enforcement. Airlines are now required to inform passengers—either during flights or before landing—about the legal obligation to declare cash or negotiable instruments exceeding $10,000 or its equivalent.

The directive also mandates the distribution of currency declaration forms onboard for completion prior to arrival. Achimugu noted that some airlines have failed to implement the measure despite prior notifications, prompting the regulator to issue a stern warning.

The NCAA emphasized that compliance will be closely monitored and that non-compliant airlines will face sanctions. It reiterated that airline cooperation is vital to ensuring Nigeria meets international financial compliance benchmarks.
