President Tinubu Approves Major Overhaul of Apapa and Tin Can Ports to Boost Seaport Efficiency and Global Competitiveness

In a bold move to revitalise Nigeria’s maritime infrastructure and position the country as a competitive force in global trade, President Bola Ahmed Tinubu has approved the comprehensive reconstruction of the Apapa and Tin Can Island Ports in Lagos.

The landmark decision, announced by the Minister of Marine and Blue Economy, Adegboyega Oyetola, is part of a broader Western Ports Rehabilitation Programme under the Renewed Hope Agenda. It targets efficiency upgrades, digital transformation, and structural improvements critical to reducing congestion, turnaround time, and cargo clearance delays.

Backed by a 700 million dollar Citibank and UK Export Finance facility, the project is already driving transformative results, with recent reports indicating a 45 percent increase in cargo throughput following the initial phase of port upgrades.

As part of the holistic reforms:

  • The Federal Government is deploying cutting-edge digital systems including the Port Community System, E Call Up System, and a One Stop Shop for port operations
  • The Tinubu administration is pushing for the revival of a national shipping line through public private partnerships and has begun releasing the Cabotage Vessel Financing Fund via NIMASA
  • Plans are underway to rehabilitate Eastern ports and operationalise the Regional Maritime Development Bank to strengthen regional integration
  • Inland dry ports, bonded terminals, and modern warehousing are also being prioritised to expand Nigeria’s logistics value chain

These strategic interventions are not only reshaping Nigeria’s ports but are also aligned with President Tinubu’s vision to build a globally competitive maritime economy. His creation of the Marine and Blue Economy Ministry, approval of key concessions, and support for infrastructural investments reflect his administration’s commitment to long term economic growth, job creation, and improved trade outcomes.

The comprehensive upgrade of the Apapa and Tin Can Ports marks a turning point in Nigeria’s quest to become a regional logistics and maritime powerhouse, powered by forward-thinking leadership and an unshakable commitment to national development.
