Why President Tinubu Was Right to Replace Dr. Nasiru Yusuf Gawuna as BUK Pro-Chancellor

Following President Bola Ahmed Tinubu’s appointment of Air Vice Marshal Saddiq Ismaila Kaita (Rtd.) as the new Pro Chancellor and Chairman of the Governing Council of Bayero University, Kano, concerns have emerged, particularly from some quarters in the North, questioning the decision to replace Dr. Nasiru Yusuf Gawuna. However, this development is not only constitutionally justified but also in line with principles of public accountability and good governance.

It is important to clarify that the newly appointed Pro Chancellor, AVM Saddiq Kaita (Rtd.), is also an indigene of Kano State, just like Dr. Gawuna. Therefore, no region or state has lost representation in the leadership of the institution. What has changed is the need to uphold constitutional integrity in public appointments.

Dr. Gawuna currently serves as Chairman of the Federal Housing Authority (FHA), a critical national agency. Retaining him simultaneously as Pro Chancellor of Bayero University would have constituted a violation of public service rules. According to the 1999 Constitution of the Federal Republic of Nigeria (Fifth Schedule, Part I, Code of Conduct for Public Officers), a public officer is not permitted to hold two remunerated public offices at the same time. This provision exists to prevent conflict of interest, ensure efficiency, and allow full dedication to public responsibility.

Furthermore, the Code of Conduct Bureau (CCB) has consistently emphasized that public officers must not receive emoluments from more than one public office. The responsibilities attached to the role of FHA Chairman require undivided attention, and President Tinubu acted decisively to ensure Dr. Gawuna focuses on this important assignment.

The appointment of AVM Saddiq Kaita (Rtd.) as Pro Chancellor is also strategic. As a former Director of Strategy at the Defence Headquarters and Chief of Defence Transformation and Innovation, AVM Kaita brings a wealth of leadership, discipline, and institutional reform experience that will benefit Bayero University greatly.

In a time when the nation is working hard to strengthen institutions, deepen transparency, and uphold the rule of law, President Tinubu’s decision should be seen as a step in the right direction. It demonstrates his commitment to fairness, constitutional order, and effective governance.

Public office is a privilege that demands total commitment. By ensuring that no one holds multiple public positions simultaneously, the President is reinforcing the integrity of our institutions and the standards expected of all public servants.

Let us move past sentiments and appreciate the constitutional wisdom behind this action.
