Kaduna Ranked Nigeria’s Most Transparent State for Second Consecutive Year

Kaduna has once again emerged as Nigeria’s most transparent and accountable state, securing the top position in the 2025 Transparency and Integrity Index (TII) released by the Centre for Fiscal Transparency and Public Integrity (CeFTPI). The index, backed by the MacArthur Foundation, evaluated all 36 states across key governance indicators such as fiscal transparency, open procurement, human resources, control of corruption, and citizen engagement.

Ahmed Maiyaki, Kaduna’s commissioner for information, said in a statement on Thursday that the state recorded a composite score of 49.08 percent, placing it ahead of Kano with 46.86 percent and Osun with 45.97 percent. He added that Kaduna also posted the highest national score in the control of corruption category, achieving 80 percent — a reflection of what he described as the robustness of the state’s anti-graft mechanisms and ethical governance framework.

“This is not an accidental achievement. It reflects Governor Uba Sani’s strategic focus on building transparent systems that deliver real value to the citizens,” the commissioner said. “Transparency breeds trust, and trust is fundamental to effective leadership.”

Reacting to the report, Governor Uba Sani said the ranking validates his administration’s governance approach and reforms targeted at accountability and service delivery.

“Our administration has prioritised transparency and accountability as pillars of sustainable development,” the governor said. “This recognition by the Centre for Fiscal Transparency reaffirms that Kaduna is not only performing but doing so with integrity. We will deepen ongoing reforms, enhance citizen participation, and ensure prudent management of public resources.”

The TII ranking is increasingly seen as a benchmark for state-level governance performance in Nigeria, and Kaduna’s back-to-back lead is expected to draw national attention to its policy direction under Governor Uba Sani.
