Togo, Niger, Benin Owe Nigeria $17.8 Million for Electricity Supply

The Nigerian Electricity Regulatory Commission (NERC) has revealed that Togo, Niger, and Benin Republic collectively owe Nigeria $17.8 million (approximately ₦25.36 billion) for electricity supplied under bilateral agreements.

According to NERC’s Third Quarter 2025 report, the three countries were invoiced a combined $18.69 million, but only $7.125 million was paid, leaving an outstanding balance of $11.56 million for the quarter. Legacy invoices from previous periods amounted to $14.7 million, of which only $7.84 million has been settled, leaving $6.23 million still unpaid.

The debt involves electricity supplied by grid-connected Nigerian generation companies (GenCos) through the utilities CEET (Togo), SBEE (Benin), and NIGELEC (Niger). NERC noted that while Nigeria continues to supply power to neighbouring countries, challenges remain in revenue recovery and payment compliance under international bilateral arrangements.

The commission continues to monitor the situation, urging timely settlement to sustain cross-border electricity trade and maintain regional power cooperation.
