Tinubu Orders MDAs to Deepen Digital Reforms as 38 Ministries Go Paperless

President Bola Ahmed Tinubu has announced that 38 ministries and extra-ministerial departments have adopted secure paperless workflow systems as part of ongoing reforms to modernise Nigeria’s civil service.

Speaking at the opening of the International Civil Service Conference 2026 in Abuja on Wednesday through the Secretary to the Government of the Federation, Senator George Akume, CON, the President said the era of “manual inefficiency” in public service must end.

Tinubu said the digital reforms under the Renewed Hope Agenda were already delivering measurable results, noting that the civil service had moved “from aspiration to execution, and from execution to measurable impact.”

He stated that the adoption of end-to-end electronic workflow systems reflects Nigeria’s commitment to building a faster, transparent and technology-driven public service capable of driving investment, innovation and inclusive growth.

The President directed all ministries, departments and agencies to strengthen digital work processes and improve service delivery through technology, insisting that public institutions must become more responsive to citizens’ needs.

Tinubu also revealed that the ongoing Personnel Audit and Skills Gap Analysis was nearing completion as part of efforts to reposition workers for 21st-century governance.

He linked the reforms to the administration’s broader digital infrastructure agenda, including Project BRIDGE — Building Resilient Digital Infrastructure for Growth — aimed at boosting jobs, innovation, connectivity and public sector efficiency.

The President further commended the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, for driving reforms under the Federal Civil Service Strategy and Implementation Plan 2021–2025, while praising the integration of tools such as Service-Wise GPT.
